Garde nationale cosaque

A Cossack identity, rather than a conventional public-service brand, is what the name Garde nationale cosaque puts in the foreground. It suggests an organization built around Cossack tradition and collective identity, but the name alone does not establish its legal role, activities or whether it provides any formal security service. By our assessment, that distinction matters: cultural or community organization and an official national guard are not interchangeable categories. The label offers little basis for judging what members do in practice or what a member of the public could expect from contact with the group. Comparisons with state security forces would therefore be misleading without a clearer account of its mandate. The word “garde” in the name does not by itself tell us who authorizes its work.
