World Health Organization is the global public-health body that sets standards, issues guidance, and coordinates responses when diseases cross borders, so it is mainly for governments, health systems, and people who follow international health policy. By our assessment, it is strongest when it provides common language and technical guidance that countries can use in very different settings. Its obvious limit is that it does not run hospitals or order national governments around; it depends on members, data, and cooperation. In practice it looks like reports, recommendations, alerts, and long institutional work rather than visible frontline action. Against a national health ministry it is broader but less direct, and against private health advice it is slower but far more official.
