Tehran Prisons Organization is plainly a state prison authority, the kind of body that runs detention facilities, custody, and the daily administration that comes with incarceration. By our assessment, its strength is administrative control: prisons need rules, staffing, transport, and a chain of command, and this is the office built for that job. The downside is baked in, because prison systems are measured against rights, conditions, and oversight, and they rarely inspire trust by their nature alone. In practice, this is not a consumer-facing company at all but a public institution with a heavy, coercive mandate.
