NATIONAL CLEARING CENTER is the sort of back-office financial operator that matters to banks more than to ordinary customers, because clearing is about settling trades and standing between counterparties. By our assessment, its strength is that kind of plumbing: it keeps the machinery of exchange orderly and makes risk management possible in a market that cannot run on trust alone. The downside is that this is a narrow, technical role, so it is invisible when it works and unforgiving when rules or controls are weak. It belongs above retail banking and below the glamour of markets, and its name says exactly that.
