ISIS Wilayat Khorasan

ISIS Wilayat Khorasan is another regional militant label, and its main job is simply to identify a branch in the Khorasan area for security and news usage. By our assessment, the phrase carries the same bluntly hostile public meaning as the rest of this family of names. Its strength is specificity: it names a particular theater rather than leaving the group vague. The downside is just as plain, because a term like this has no ordinary civic or commercial function at all. In practice it shows up in reporting, alerts, and discussion of extremist networks, where the name is part of the warning. It is not something that should be treated like a company or a product, because that would miss what it really signifies. The rating stays low on account of the harmful nature of the entity named.
