HM Revenue and Customs

HM Revenue and Customs is the tax and customs arm people meet when they deal with income tax, VAT, duties, PAYE, and the rest of the British system. By our assessment, it is strongest at being the central place where rules, forms, and compliance all meet, so employers, sole traders, and ordinary taxpayers know where the paperwork lands. The downside is the same one that comes with any tax authority: the language can be dense, and the rules are not built to feel friendly. In practice it is less a neat service desk than a large administrative machine, with online accounts, notices, and formal letters doing most of the work. Compared with a private accountant or payroll software, HM Revenue and Customs is not there to simplify the law, only to run it. People who need to file, pay, or check what the state expects from them will keep coming back to it, and everyone else mostly notices it at deadlines.
