Mass mobilization for the Iranian state, rather than a commercial service, is central to Force de résistance Basij. The Basij is a paramilitary volunteer force associated with Iran’s Islamic Revolutionary Guard Corps and is part of the country’s security structure. Its organized network gives the state a means of drawing volunteers into security and civic mobilization roles; that role also makes it different from an ordinary nonprofit or community group. By our assessment, the organization is best understood through its connection to state power, not as a company selling a product. Its public identity remains closely tied to that security role.
