Financial Action Task Force matters most to people who deal with anti-money-laundering rules, sanctions policy, and the way governments try to police dirty money. By our assessment, its real strength is that it sets a common framework: its recommendations shape national compliance rules, and the grey-listing and black-listing system gives those rules teeth. The trade-off is obvious, though: it is not a market service and it does not move fast like a company can, because it works through consensus, reports, and pressure between states. In practice, that makes FATF slow, technical, and very influential in a bureaucratic way rather than a public one. It sits above ordinary regulators and below the grand claims of global law, which is why banks, lawyers, and policy people pay attention. The Financial Action Task Force is not there to be friendly; it is there to standardize and monitor, and that is exactly what it does.
