X-COM: Apocalypse

X-COM: Apocalypse is the one that asks for real management, because the firefights are only half the job and the city map is the other half. By our assessment, its appeal is the mix of squad tactics, base building, and the larger pressure of a living urban campaign, which gives it a busier, more unruly feel than simpler strategy games. That also means a steeper learning curve and a harder edge: positioning, research, and economy all matter, and a bad decision can snowball fast. Compared with later X-COM titles, Apocalypse feels more eccentric and less polished, but also more ambitious in how much it tries to simulate at once.
