Toy Soldiers: Complete works best as a toy-box strategy game, where placing little units and watching them fight is the whole point. By our assessment, it is strongest when it leans into its action-figure setup and the mix of tower defense and direct control, because that gives every map a clear rhythm. The downside is the same one common to the kind: once the trick is understood, it can feel more about learning the pattern than improvising. In practice it asks for attention to placement and timing, then hands you the pleasant business of holding a line while the toys do their part. It sits closer to arcade strategy than to grand strategy, and it is not trying to be a deep simulation.
