ROMANCE OF THE THREE KINGDOMS XIV is a grand strategy game for players who like managing states, borders, officers, and long campaigns instead of short tactical skirmishes. By our assessment, its main appeal is the scale: it is built for long-term planning, territorial pressure, and the steady grind of a campaign map. The downside is the usual one for this kind of strategy game: there is a lot of menu work, a lot of rules to hold in mind, and a lot of waiting between big decisions.
