Evil Genius 2: World Domination

Evil Genius 2: World Domination is for players who like management games with a comic-book villain layer on top, not for people who want a straight military base builder. By our assessment, it is strongest when you are juggling minions, traps, rooms, and world-map schemes at the same time, because that mix gives the whole game a mischievous pace. The trade-off is that all that activity can become busy in a very specific way, and the humour sits over a fairly demanding set of management chores. In practice it feels like running a lair where everything wants attention at once, from layout to research to operations outside the island. Compared with plain strategy games, it is more playful and more stylized, with a stronger sense of theme than of hard realism. It is a good pick for people who enjoy keeping plates spinning, and less so for anyone who wants a quiet, minimal strategy game.
